This development has regenerated a brownfield site of exceptional importance. The site fronts on to the Thames, and backs on to Kingston town centre.

Charter Quay is a mixed use development which includes 244 dwellings, eight commercial units, a business centre, a gymnasium and a new community theatre. There are 239 flats in six and seven storey blocks arranged around two pedestrian squares, and five townhouses located along the riverside path. The 100% parking is underground, providing a car free environment.

One brick faced block, runs from the river frontage back to the old market square where it provides 5,000sq.m (53,820sq.ft) of commercial space. This is elevated to provide period facades, including one that is half-timbered to reflect the adjacent Tudor type treatments. There is a passageway within this façade which leads into the central piazza. A second brick faced block flanks the square, and beside it is a 'U' shaped building with a fenced communal garden in the middle. This, and the flats over the theatre at the rear, are finished with red stucco.
