Annual monitoring report for CLG

All local authorities must use Building for Life to report on new housing as part of their annual monitoring report for Communities and Local Government (CLG).

All councils submit an annual monitoring report to Communities and Local Government (CLG). This includes reporting on the core output indicators and Building for Life is used as the core indicator for housing quality (indicator H6).

What should we include in the report?

Every local authority should submit the number and proportion of total new build completions of housing sites reaching very good, good, average and poor ratings. These ratings are based on Building for Life assessments for completed housing sites:

  • Very good - 16/20 or more
  • Good - 14/20 to 15.5/20
  • Average - 10/20 to 13.5/20
  • Poor - 9.5/20 or less

A housing site should be included where it involves at least ten new dwellings that have been completed and are available for use. This includes phases of large developments where they are to be counted in that year as net additional completions.

Who should do the assessments?

If your local authority has a trained Building for Life assessor, you can use the results of your formal assessments as the basis of the annual monitoring report.

If your local authority does not yet have a trained assessor, you can use informal assessments done by suitable staff from your planning department. This could include planners, development control officers, architects, urban designers and landscape architects.
